Outlook hangs on loading profile

Here is the situation, In a similar scenario to other posts, all of my users are unable to launch Outlook 2013 as it hangs at 'Loading Profile' I have tried the usual troubleshooting steps such as launching in safe mode, resetting the nav pane, creating a new profile and repairing the installation - all of which to no avail. I appreciated that this might not be a citrix issue however any insight that people can give would be much appreciated.
